DHS Disability Services - Research and Literature Review to Support the Development of a National Disability Services' Quality Strategy 2009

The National Disability Services’ (NDS) Quality Strategy introduced agreed principles and standardised areas of measurement to guide how the quality of services provided under the National Disability Agreement are monitored and improved. The Strategy was a collaborative and evidence-informed approach to quality assurance and the continuous improvement of disability services, developed in consultation with key stakeholders across Australian, State and Territory governments. The primary outcome of the Strategy was improved outcomes for people with a disability who receive services under the Commonwealth State Territory Disability Agreement (CSTDA).

LDC Group undertook research and a literature review of research since 2000 that to inform approaches to measuring, monitoring and improving the quality of services provided under the CSTDA. The research and literature review drew on experiences, initiatives and research in each of the Australian jurisdictions and overseas. Information from over 200 reports, journal articles and websites was used to prepare a discussion paper and recommendations relating to the suitability and effectiveness of specific approaches that could be considered for the NDS Quality Strategy.
